The Hand of the Queen is an Apprentice weapon awarded for defeating the Spider Queen in the Mistymire Forest on Insane and Nightmare difficulty as an Apprentice (PC).
While the weapon itself does not hold an upgradeable poison damage stat, it adds a small percentage of heroic poison damage to each projectile.
Secondary staff animation summons green pillars of light around caster. Cosmetic effect only.
